Details surrounding Mexico’s ambitious goals of becoming the world’s 10th largest economy were tabled at a Tuesday meeting between President Claudia Sheinbaum and Golden Sachs president John E. Waldron.
Plan México, the government’s flagship national economic and industrial policy, seeks to create 1.5 million new jobs, reduce imports from Asia, raise total investment to over 25% of GDP, alleviate poverty and create more specialized jobs. The plan also aims to see the Mexican economy soar from the 15th largest in the world to enter the top 10.

The high-level meeting between President Sheinbaum, senior executive Waldron and Mexican finance minister Edgar Amador Zamora took place at the National Palace, in Mexico’s Historic Center. In a post on her official X account, Sheinbaum shared a photograph of the meeting and explained that they discussed the country’s “favorable perception” and the “good investment opportunities” offered by Plan México.
However, no further details regarding investments, specific projects or agreements were shared after the meeting.
Bold plan for future Mexico
Sheinbaum’s bold economic agenda was launched in January 2025 to support and protect Mexican industries amid threats to homegrown manufacturing and local industries caused by globalization.
One think tank, México ¿cómo vamos?, has questioned whether these lofty goals were on track. In a report published early this year, it found stagnant economic growth and job losses in manufacturing sectors. On a positive note, however, the think tank found improvements in the reduction of poverty for everyday Mexicans.
“Mexico can advance … [toward the achievement of] these goals if we provide greater legal certainty, openness to investment in the energy sector, and a more robust rule of law,” the MCV report concluded.
Against this backdrop, Sheinbaum’s dialogue with Goldman Sachs served as an opportunity to promote the country to one of the world’s leading investment banking firms.
Goldman Sachs first moved operations to Mexico in 1994. Since then, it has participated in debt and equity transactions, as well as mergers and acquisitions involving both private companies and public entities.
