Marysheva has served as Assistant City Manager since July 2018. An innovative and creative leader with more than two decades of municipal government experience, Marysheva has a track record of implementing programs that promote transparency and open governments; building partnerships and encouraging collaboration; and accomplishing projects with multiple cross-pressures and competing priorities.
“As Assistant City Manager, Marianna Marysheva has proven to be an excellent leader,” Mayor Christina Shea said. “She has skillfully managed our multi-faceted response to the COVID-19 pandemic and addressed the $16 million budget deficit and revenue shortfalls we are facing due to this global health crisis. She is adept at finding long-term solutions in the face of competing priorities and I am confident she will be able to successfully steer the City through this crisis.”
Marysheva has extensive financial management experience, and has been successful in developing and implementing effective and long-lasting fiscal discipline measures, and increasing revenues through partnerships with employees, residents, and businesses. She oversaw the City’s transition to a two-year budget process as part of a comprehensive five-year financial plan; developed financial policies to maintain the City’s long-term fiscal health; and negotiated long-term contracts with labor unions.
Marysheva was also instrumental in negotiating an agreement that maintained Irvine’s membership within the Orange County Fire Authority and ensured Irvine residents will benefit from millions in additional funding for fire services and facilities.
“I am thrilled to be able to serve as Interim City Manager,” Marysheva said. “I look forward to continuing to be part of an exceptional City team as we work together to meet the needs of our community and ensure we come out of these challenging times stronger than ever.”
Marysheva replaces City Manager John Russo who retired after two years in Irvine and more than 30 years of public service.
