Recommendation as submitted by Supervisor Barger: Authorize the Chief
Executive Officer to approve budgetary, fiscal, contractual, procurement and
operational actions so long as each Departmental request has been reviewed
pursuant to established protocol; approve fiscal, budgetary, contractual,
procurement and operational actions for Special Districts; approve requests
submitted to the County Office of Emergency Management to procure
emergency services and supplies needed to support the County’s Novel
Coronavirus (COVID-19) transmission mitigation efforts; instruct the County’s
Purchasing Agent to work with the Director of the Office of Emergency
Management to authorize the Purchasing Agent, on behalf of the Departments,
as appropriate, to take any procurement or other actions necessary for the
expedited acquisition of all goods, including supplies, equipment and services
needed to achieve the County Mission during a the COVID-19 state of
emergency, while taking the following actions:
Waiving the open competitive solicitation or bidding requirements, the
need for the Purchasing Agent to comply with the County’s Sole Source
Policy, the need for the Purchasing Agent to obtain the Board’s approval
for capital asset purchases in excess of $250,000 and any other
Purchasing Policies to the extent legally allowed;
Allowing waiver or modification of certain standard terms and conditions,
as necessary and appropriate, to advance the purposes of this motion;
and
Authorize the Purchasing Agent to issue purchase orders for services in
excess of $200,000 per vendor per service per year; and
Direct the Chief Executive Officer to ensure that all items are briefed in cluster
meetings prior to approval, as well as provide the Board with a list of approved
items each Tuesday; and
Instruct all other County Directors to work with the Chief Executive Officer to
expedite necessary actions related to the Chief Executive Officer’s delegated

15. CLARIFICATION: Ratifying Executive Order of the Chair of the County of Los Angeles Board of Supervisors Following Proclamation of Existence of a Local Health Emergency Regarding Novel Coronavirus (COVID-19) for a Temporary Moratorium on Evictions Recommendation as submitted by Supervisors Solis and Barger: Ratify the Executive Order of the Chair of the Board of Supervisors following Proclamation of Existence of a local Health Emergency Regarding Novel Coronavirus (COVID-19), relating to a temporary moratorium on evictions; and instruct all Department/District Heads to implement all assessment, assistance and monitoring efforts as applicable. Ensuring Adequate Efforts to Prevent Novel Coronavirus (COVID-19)

Among Justice-Involved Populations Sheriff-Villanueva
Recommendation as submitted by Supervisors Solis and Ridley-Thomas:
Request that the Sheriff, the Director of Health Services and the Interim Chief
Probation Officer, with the assistance of the Inspector General, the Directors of
Public Health, Mental Health and Office of Diversion and Re-Entry, the Public
Defender, the Alternate Public Defender, the District Attorney, County Counsel,
Directors of the Homeless Initiative, Public Social Services and Internal
Services, the courts and any other relevant stakeholders, to report back to the
Board consistently and frequently on the following:
Plans and/or efforts underway to increase the safe release of, or care
for, those who are currently incarcerated who may be particularly
vulnerable to COVID-19, based on age, or existing medical conditions, as
well as those who are pretrial, are approaching their scheduled release
date or may otherwise qualify for safe and early release, with a goal to
reduce overcrowding and safely lower the jail and juvenile hall and
probation camp populations, without compromising community safety, in
order to prevent the spread of the virus, with updates on how many
people are being impacted;
Updates on efforts to further reduce the introduction of new individuals
into the jail and juvenile facilities, while balancing public safety and risk to
the physical safety of the community;
Updates on efforts to provide resources to support those who are
released from the jails, juvenile halls or camps to avoid becoming
homeless upon release;
Plans to ensure adequate space for quarantining or isolating individuals
currently in custody who may become infected or who are vulnerable
and cannot be released and, thus, require extra protections to ensure
their well-being; Updates on efforts to provide increased and sufficient handwashing,
hygiene, and cleaning supplies and policies to support best practices in
personal and institutional hygiene (such as handwashing and cleaning),
including providing sufficient information and education on proper
hygiene measures and effective strategies to reduce infection to all
individuals within our care within detention facilities and staff and
personnel who work in those facilities, including efforts to control rumors
and reduce unnecessary fear among prisoners and staff as much as
possible;
Updates on efforts to ensure effective screening of all new admissions,
along with plans to ensure staff entering the facilities are healthy (e.g.
taking temperatures), plans to ensure appropriate staffing levels and
treatment should individuals become infected, and adequate data
collection and tracking based on public health approaches; and
A plan to support increased virtual contact and visitation with people in
custody at no cost, as well as communication with families regarding
when visitation will resume, once determined, in order to minimize anxiety
and increase communication and familial connections. (20-1993)
