Captain Carranza was born
in Honduras, Central America. She immigrated to the United States
when she was ten years old. At the time, she only spoke Spanish and
had to learn English. She was raised in New Orleans, Louisiana and
at the age of 18 became a proud citizen of the United States. She
is a twenty-eight year Veteran of the Los Angeles Police
Department. She was the first in her family to attend college. She
completed her Postgraduate education in the Executive Master of
Leadership Degree program at the University of Southern California
(USC). She received her Basic, Intermediate, Advanced, Supervisory
and Management certificates from the California Police Officer’s
Standards and Training (POST). She has worked as a patrol sergeant
and investigative supervisor.

Captain Carranza is a graduate of the Delinquency Control Institute
(DCI) at USC, West Point Leadership Program, and the Sherman Block
Supervisory Leadership Institute (SLI). She is also a graduate of
the Institute of Criminal Investigation with specialties in
Homicide, Sexual Assault, and Child Abuse Investigations. She
attended Boston University and completed the Senior Management
Institute of Police Training Program (SMIP). SMIP is designed to
prepare today’s executives for the challenges faced in a profession
changing more rapidly than ever before.

Captain Carranza has worked all investigative tables, a number of
specialized units such as Robbery Homicide-Homicide Specials
Section, Abused Child Unit, Narcotics, Traffic, supervised Senior
Lead Officers, Special Problems Unit, Records, and the Crime
Analysis Unit. She was a member of the Department’s COMPSTAT Plus
Inspection Team. She has served as the press information officer,
and was one of the investigative members of a number of high
profile cases such as the Ennis Cosby murder investigation and the
North Hollywood Bank Shooting. She has also worked Internal Affairs
Division both as an investigator and an Assistant Advocate.

In 2006, she was selected to collaborate in bringing to fruition
one of Chief William Bratton’s visions the Real-Time Analysis and
Critical Response Division (RACR), making it the LAPD’s first
fusion center, and the Department’s first 24-7 Department
Operations Center (DOC).

In 2006, she promoted to Lieutenant I and worked as a Wilshire Area
Patrol Watch Commander. In 2007, she promoted to Lieutenant II as
the Wilshire Detective Division Commanding Officer. She also served
as a member of the Olympic Area Transition Team responsible for the
creation of Olympic Division, the 20th Division of the Los Angeles
Police Department.

On July 15, 2012, she was promoted to the rank of Captain and was
assigned as the Wilshire and 77th Patrol Division Commanding
Officer. On January 25, 2015, Captain Carranza went to the Van Nuys
Area for a promotion to Area Commanding Officer. She was proud to
lead the fine men and women of the Van Nuys Area as they worked in
partnership with the community to reduce crime and enhance the
overall quality of life for those residing, working and visiting
the Area.

On August 5, 2018, Captain Carranza was assigned as the Commanding
Officer of Commercial Crimes Division (CCD). Commercial Crimes
Division was established in May 2003, with the merger of Burglary
Auto Theft Division (BAD) and Financial Crimes Division

Captain Carranza’s tenacious approach to problem-solving and
unfaltering resolve for perfection has made her a standout amongst
standouts within the Los Angeles Police Department. She has been
the recipient of over one hundred fifty commendations, and has been
awarded the Meritorious Unit Citation. She is a member of several
professional and community based organizations including, the
International Association of Chiefs of Police (IACP), the Oscar
Joel Bryant Association (OJB), the Latin American Law Enforcement
Association (La Ley), the Police Executive Research Forum (PERF),
the Los Angeles Women Police Officer’s Association (LAWPOA), and
the International Association of Crime Analysts (IACA).
